Gaming Laptop Random FPS Drops

I have a gaming laptop and I got this a few months ago and I have been having this issue ever since I got this laptop. I can be playing a game like Left For Dead 2 and go from 200 FPS to 40 FPS. I have a GTX 965M, 12GB RAM, i7-6700HQ. I know 40 fps isn't too bad but I should be able to run these games way more than 40 fps. This happens in CSGO, GTA, Call of duty, and just any game in general. I have a cooling pad under my laptop. I also found a little fix for this but it isn't permanent. So if I drop to 30-40 FPS randomly, unplugging my charger and then putting it back in will fix it after like 10 seconds. (For example, I am playing CSGO and I go from 200 FPS to 30-40, I unplug my charger, then plug it back in again, wait 15 seconds and I get the 200 FPS back but after like 10-20 minutes the drops will come again. Lowering settings does nothing. How can I fix this? Thank you!
 
You are saying plugging a charger in helps?
Does it enter power safe on it's own?
Make sure that your "battery" and "charger" profile is set to "Balanced".
That can be changed in "Control Panel\Hardware and Sound\Power Options"

It doesn't enter power safe mode, it works perfectly with a charger until 20 minutes when it starts lagging I have to unplug it and plug it back in. When I unplug it I get like 5 FPS but when I plug it back in, I get normal FPS after 15-20 seconds.
