Geforce 9500 GT: Power Supply

I'm waiting fot this item to end on ebay:

it ends in 3 hours, but he's also seilling more of the same card. Just a couple of questions:
1. Do you think it'll be fine on reliability?
2. I only have a 250 watt PSU. I'm currently running a Core2 Quad Q9650, 2 gigs of ddr2 ram, 2 optical drives, and a network card. I'm not sure if my PSU will cut it. Any other opinions?
 
Don't expect much gaming performance out of it, but it should be fine from a reliabilty standpoint. Most low to middle range cards are pretty reliable, though they also probably don't get pushed too hard :P

The PSU is a bit low, even for your current setup. It'd probably be ok for most applications, but I'd suggest getting something better.

I thought you would say that.... dangit.... The thing that convinced me that it would work, though, is the fact that currently I have an integrated Geforce 9300 and my +12v is 12.25v. 12.25! That couldn't possibly be pushing it, right? Just if you're wondering, it's a PSU that came withe the Apex MJ-16 case, so it's probably Apex/Allied brand.

EDIT: Speedfan reads 12.25v, and CPUID HWmonitor reads 12.94v.

The auction ended, but the guy's selling a few more. I just want to confirm, though, If I'm getting 12.94v on my 12v rail then isn't my power supply handling its current hardware very well? if this is true, then adding the 50ish watts of the Geforce 9500 GT shouldn't push it, should it?
 
I've bought 6 powersupplies off ebay and 5 have failed... my thermaltake won't i think :)

I think you should get a quality 400w unit. it's not good to have a PSU running at 100% load all the time, a little headroom is good.

I don't really want to upgrade the PSU. All I want a new video card for is the fact that I don't want such a major CPU/video card bottleneck. I don't do any major gaming. I just want a ~20 or so FPS more in Dolphin Gamecube and Wii emulator, and the ability to run Dolphin in HD smoothly.

P.S. And a better 3dmark score than 1260! :)
I'm thinking of either the Geforce 8400 GS 512mb version of the Geforce 210. I'm leaning to the 210 though due to its 40nm architecture.

I like the Gigabyte Geforce 210 over the other ones because it has a 650MHz core clock instead of the standard 589MHz. It's strange, though, since it doesn't say "OC'd Edition" or anything like that. the MSI is a month-end special that I would definitely buy if my PSU was good enough :(. On wikipedia it says that the 9500 GT consumes 50watts of power. I still want to know, though: does the fact that my 12v rail says 12.94v mean that I have plenty of power to spare? If it 100% can't handle it, then I'll go with the Geforce 210. With a 650MHz core clock it might close-to-beat the 9500 GT even. :) Do you think that Gigabyte is a good video card brand? MSI? I would get the Asus or BFG, but as I said before, the Gigabyte has a 650MHz core clock for some reason.
