General internet lag

I've recently been experiencing a lag in page loading as of late. When I run speed tests it's showing me at around 9000k download.

I experience this issue using IE, FF, and Opera, although I use FF and IE mainly. I also have Safari installed. (use all 4 for testing my website.)

I tend to leave yahoo music running in the background nearly all the time. When it's off I have noticed a bump in speed, often times pages just flash load like they should. However, I still experience the issue even without yahoo music running.

I have Symantec Corporate edition running it's normal background scan, and Avast antivirus running the background scans it can. Some do not run due to Symantec. I also have Teatimer running from Spybot search and destroy.

I've run antivirus scans with Avast and Symantec, and have run adaware, and spybot scans. I've even run the bootup scans, and everything shows totally clean.

So, is there anything someone could advise that I've missed? Are there ways to tweak the speed for page loads? Often times it takes 10 seconds for a page to start loading, and sometimes it even hangs and says the server isn't available.

Oh, I've also rebooted router and internet modem as well.

Any ideas?

Generally these kind of lags are caused by background programs seeking pc resources, and in your case seens to be quite a bit going on, so try to reduce it and see if it works.
 
Look in the task panel (Ctrl+Alt+Del) to see what's taking the computer's resources
