Getting low FPS with 960?!?!?!

Hey Computer Experts!

I need some help. I have a PNY GTX 960 and I am getting around 70 FPS on Counter Strike Global Offensive. I know this isn't normal I put all my setting to low also and I get around 85. I prefer over 120 in case of any frame drops, or even a few smokes thrown in a few spots. I will list my Specs below and I would really appreciate it if I can have some help. At first I thought I was throttling and when I run my fans Max RPM I am at 70 Degrees Celsius.

Try and uncap the FPS in the console to ensure it isn't simply capping. Other than that, go into your bios and ensure your memory and other settings are correct. Update drivers etc.

I have "fps_max 0; fps_max_menu 0"

I have advanced settings as "-novid; -threads (4); -high; -nod3d9ex; -nojoy"

I will go check to make sure everything is up to date right now and I will post again to see if there is any problems.

Also Nvidia ditched OpenGL too. CSGO runs mostly on OpenGL
 
nvidia supports open GL. I would return all settings to default and reinstall drivers.
Did you disable vsync? I can get better than that with a 4130 and 7770
What version are your nVidia drivers at?
I always have Vsync disabled. I just updated yesterday. Also, they do support it but they really are ditching it.

I tried everything new operation came out and I am getting now 70 FPS Solid on Dust 2. Frame drops happen with smokes and I go down to 56 really.
