Getting permission in Vista

How do I get permission to open any file in Vista 64? or better yet, turn off the permission requirements for any file on any account?

try the
User Access Control
settings in "Local Security Policy/Local
Policies/Security Options".

UAC is off and I am admin
The exact error I'm getting is: " windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item"
