Getting Ports

I'd a cable internet connection at home
is there some way to know the ports that are opened?
Also, Can I bypass his proxy server?

Bypassing Proxy or Proxy itself is not allowed on this forum

EDIT: sorry for not answering your question.
open command prompt and type netstat -a
it should list all open ports
