I still run windows XP. Approximately every 2 weeks my icons and start button are not visible after booting up. System restore usually fixes it for the most part, but something is usually messed up. For instance, my CD-Rom drive has a conflict currently.

I've tried repairing windows and also running Acronis to backup to a previous time before the problem started and still have the desktop icons missing.

I've tried multiple repairs found on the net, but none of them have worked.

I've decided to install a new harddrive with Windows 7 or 8 but would like to keep my emails and programs. Does anyone know of a good, easy to use program to backup and reinstall emails and programs from XP to Windows 7?

Have you tried scanning for malware/viruses? The issue you are having means explorer.exe isn't loading correctly at bootup. Malware can cause this sort of issue.
 
Yes I have John. I thought for sure that would fix it.

Bigfellla I'll take a look at Easy Windows Transfer.
