Giving my PC a little more oompf

What can I do to upgrade my PC..without breaking the bank/throwing current one away and starting again!!

I use it mostly for HD video editing and making dvd covers in photoimpact style editing packages.

I just want a little more...oompf...more processing power i suppose...Shall i add a little more RAM?

I would like to purcahse another internal HD to save my pics etc on...slow it down further if i did that?

Specs are:
PACKARD BELL
IXTREME 3720
RATING IT GETS IS: 5.9 OVERALL ( 6.1 i think for various things but processor to disc brings it down to 5.9 )
INTEL CORE QUAD 2 CPU 8300 @250Ghz
RAM INSTALLED 4.00GB
64 BIT OPERATING SYSTEM, WINDOWS 7
GRAPHICS: NVIDIA GeFORCE GT240

Well the 8300 isn't a quad core processor, its only a dual core. If editing then getting 8gb and a quad core processor would help.
