This is a 2 part question. First, I found someone selling a custom PC on craigslist. Here's the specs:

Mobo: GIGAWARE Ga 945gm-s2
3.0 ghz celeron
1GB ddr2 ram
80gb 7200RPM sata HD
512 mb nividia geforce 210

He'd take $150, what do you think of that price?

Now for the second part, The mobo supports Core 2 Duo, and since I pretty much hate celeron so far, I would probably want to get a Core 2 Duo. So, on ebay I have seen Core 2 Duo's for as little as $75, but where is the cheapest place to get them? could I find one for $50 maybe?

If you want a very honest opinion, don't buy it. It doesn't support the whole line of core 2 duo's only up to E6700. The 965 chipset is what truly supported the core 2 duo line, that board has the 945 chipset. Find something with a 965 chipset motherboard or higher and it would be more worth the money. However, if you are wanting something to last you longer, I would look at getting something more updated as even the 965 chipset is way outdated. You would want either I3, I5, I7 setup if going intel or at least an am3 if going Amd, Am3+ is the latest.

Ah.. well, I'm trying to find a new[er] computer for my dad, his is a P4 2.8ghz. extremely slowww! And he doesn't want to spend too much $. [I'm more into laptops, but I do want to get an i3,5, or 7 one of these days] :)

right now I got a T5750 Core2duo in my laptop.. WOW! I can't believe you can buy that for $20 on ebay. I bought mine for $50 a year or so ago.. maybe 2 years.

Well, like i said, if you can't go the latest then you'll need a 965 chipset if intel and am3 if going amd. If you find anything else, post it and we'll tell you if its good or not.

Ok.. well, on craigslist most people don't post what chipset they have [ :P ] so since I'm looking on craigslist, would the best way be find a popular model [by dell, hp, etc] that has it then search for that?

Well, they usually list the motherboard so just research the motherboard model if its a custom built machine or you can look up specs at the manufacturers website if its a store bought machine like dell, hp, compaq.
