good or bad???

are these numbers good or bad?
There not bad but it is a pentium 4 which is bad. I would suggest upgrading to a Core 2 Duo.
A P4 isn't bad, it's not the best peformer clock for clock but it wasn't designed to be. It's not the best performing processor by a long shot but not everyone needs a core 2 or core quad. As long as your computer is as fast as you need it to be (and if it's slow, as long as it's not spy/malware) then it's good.
Why would you need to know that? I mean, I could probably find out if you tell me what motherboard you have but I don't know what else you could do knowing it except say I've got a fancy ICS###### clock generator woo! 
If you are trying to use clockgen or something your best bet is to just look up your motherboard on the Mainboard List
