No, its a wrist strap, like a bracelet or a watch strap that has a small wire attatched to it, you then attatch the opposite end of the wire to the bare metal of your case. This discharges the static in your body and stops you from accidently frying your PC by touching it with static electricity.

PATA comes with the board so its irelevent

Make sure you have an operating system and wrist strap. Your current mobo is good.

Wrist strap is an excessive expense.
