Good speeds, high latency

Hi, friendly to everybody in my first posting.
I have 2Mb with both up and down speeds in a most acceptable shape. But I cannot fix a too high latency of around 150-200, that actually bothers navigation pretty hard. I have been recently visited by my server's technicians (after 15 days with this trouble!!!!!!!!, that started with both speeds and spin failures) who fixed every connection, inside and outisde home and installed a new Motorola modem. I'm including a test that shows this pretty well: http://www.dslreports.com/linequality/nil/2448394: I would wish to know where to address these technicians arround that insist that these figures are well. The PC is weekly maintained defragged, "antyspied", checked, etc. Many thanks and greetings

It's typical

I started a while ago with this tester. I think that the report points to high latency. Before bothering with a question, I always try to exhaust what is at my level. Probably local technicians are right when they say that this ping's figure is acceptable, but my navigation is torpid (the blue scrolling bar below, stops for a while, one milimeter almost full, before finishing pages's openings).

A detail

For example, the proper test's page opens very slow until it starts to make its job. The same for the previous more complex test, that for me, takes more than one hour to disclose results. Greetings.
