The google new year dance is on. PR should be on the move, and going blank until the dance is over. Looks like quarterly updating, but we will have to wait a few more to be sure.

Thanks for letting us now. Managed to get a pagerank on one site, but some sites still are not indexed after several months, beginning to wonder if it is the sandbox effect for new sites or a penalty.

the google dance is an expression used for when google updates its Page Rank and or rankings of sites.
The PageRank is googles measure of the importance of the site. For example, this site maintained a 6 out of ten in the last Pagerank update.
You can view the pagerank of a site by installing the google toolbar. http://toolbar.google.com/
