Got some parts today, I got my case 3 fans, mobo, combo cd drive and thats it for now, Im just doin it as the $$$$$ rolls in

1. Some people dont have all the money to pay for the entire system at once, so they buy parts at a time

2. The parts will be new no matter when you buy them, as long as you dont open them
 
I know what you mean, I don't have the money to buy all of my parts right now either :(

I just didn't take into consideration that he didn't buy parts that are upgraded frequently like a CPU/GPU.

Well, instead of buying parts over the course of a few months, you save up your money until you have enough for the whole computer. Because if you buy the video card first for $150 or so, then by the time you get the computer built that same video card will only cost around $100.
