Graphics card broken?

Ive got a problem with my computer,
When Im at the desktop it works perfekt but as soon as I open any full screen game like
Simcity 3000, quake III, harry potter pro evolution soccer, well any game.

My computer starts sounding eiii eiiiii eiiiii. Its kinda loud and really gets on my nerves.
And in Pro evolution soccer I have noticed frame losses, like it comes in a wave from the top to the bottom with fps losses.
It doesnt sound like a fan, its like an electric sound or something.


I have already exchanged my powersupply so its not the cause of the sound.

I get this noise too when ever i load anything, also when i play a video from youtube in full screen. id like to know what it is and why its doing it, although i dont think its a graphics card as its dont same for 3 diff cards

yea, Well I changed power supply so it wasnt that,
But I had a weaker power supply(420) before and when I played games it restarted.
Can this have caused something in my computer to break?
 
No I don't think so. Unless playing full screen activates the fan to go faster... and it cant.. or something similar...
 
The best thing to do is, take the side panel off, start a game and see if you can tell where its coming from.

I've done that but it echoes arround cant really determine wheere it comes from .
Well ill try another graphics card and see if it stops sounding.
