graphics card (MSI 9600GT OC) problem

I just bought a MSI 9600GT OC and a Foxconn Destroyer board and reformatted, installed MB drivers etc. Then installed the latest drivers from MSI's website and during the installation, it popped up a warning saying that it had not passed Microsoft Logo testing or something like that, and I thought it was just one of those things you ignore so I clicked yes to proceed. Well, the comp did something weird and it didn't seem like the installation was completed. So I installed the drivers from the graphics card CD, the warning popped up again and I clicked yes to proceed. Then the graphics card fan shut off and the entire screen filled with "@" signs

So I reformatted, installed just the graphics card drivers from the CD this time and the same thing happened, the graphics card fan shuts down and the screen fills up with @ signs

I'm kinda stuck right now. Any help with this problem is greatly appreciated, thanks!

I have a Thermaltake 700w p/s. You sure a general 9 series driver from Nvidia will be ok? I'm not a pro or anything, but I was under the impression that I needed a specific graphics driver for a factory overclocked card

Its fine, use the nvidia drivers.
 
ok, i found out why the "@" signs were on the screen, when i installed the mobo chipset drivers, there was one called display drivers, so i de-selected that one when I reformatted and reinstalled the drivers. then I installed the nvidia drivers, and it worked! SORT OF.

now the graphics card fan turns off when windows starts to load on bootup. i push power, everything turns on, and after 5 or 10 seconds, the graphics card fan turns off! I've tried 2 different cards (my old 8800GT and my new 9600GT) and same with both cards, the fan turns off as windows starts to load. is there some sort of compatibility issue with the graphics card drivers and the mobo??

if i reformat, the graphics card fan works fine until i install drivers
 
If you wanna turn the fan speed up then i would recommend downloading something like EVGA precision and use that to set the fan speed up along with checking the box that says "apply settings at windows startup".
