Graphics card not running up to spec

Hi there, I just bought a used GTX 770, and I have seen youtube videos of it running far cry 4 on max settings at 70 fps, yet I have it running at 30 fps on max settings. My CPU is only being half used, along with my RAM, so I am not sure why this is. Any ideas?
 
Since I can't seem to delete this post, I'll just say, I found a video of far cry 4 at full settings and 1080p, and it was getting 35-40 fps. Must be overclocked. Anyways, no issue, guess that's just normal for this card. Every other game I've tried runs at 60+ fps, so it's a great card. Guess far cry 4 has graphics that look real almost, so should expect a lower frame rate.
