Graphics Problem, please help if you can...

Okay, I have a bit of a weird problem with my visuals that just started happening in the last month or so.

Every once in a while they get very grainy (see pic of my desktop). Sometimes it gets pretty bad. It seems to happen if the computer sits for a while. It will definitely happen if I turn the computer off overnight or for any period of time. I’ve decided that it wasn’t the monitor because I switched it over to my laptop and it worked fine.

I built the computer about a year and a half ago and figured that it was dusty inside (even though I blow it out with compressed air on a regular basis) So, I took out my graphics card, removed the heat sink and cleaned it up. I re-installed it (with new grease between the heat sink and chip) and that didn’t do it. I can’t seem to figure this out. I have the latest driver. The visuals seem to get better when the screen refresh rate is lower, IE after I first turn the computer on when the visuals are bad, I drop the refresh rate down to 60Hz. Once it gets warmed up, I bring it back up to 75Hz or so. Is it time to get a new video card? Any ideas for help?

Weird problem... I don't totally think it's hardware related, though. You wouldn't happen to have another harddrive you could use for a while, would you? I thought maybe a reinstall of windows might fix it, or at least test if it's software or hardware :P
