Graphics Problems - HELP!

I assume you are referring to the pixelation? My guess is that you are playing CS1.6 or whatever the non-source version is and that is caused by the 'high-quality' textures.
 
I think thats how the original cs is. You need to buy cs:s to get the "good graphics" version. While your at it get half life 2.

So I spend a lot of money for a card and the graphics are worse than a integrated one i played on and I get a lot lag? =/ wtf
 
display properties->settings tab->click advanced button->6600GT tab->it's in one of the sub menus there, I can't remember which one off hand.
 
Its on the ''Performance & Quality settings on the menu in the screen shot you posted. Then look to the lower part of the 'new' menu. You will see the 'Anisotropic Filtering' tab. Click on that and you will be able to turn it on.

The 16x looks a little bit better. But in the game its not much improvement. Got anything else I could play around with?
