graphics program that can resize while mainting picture clarity

i'm working on a game server and trying to make textures for its ground surface, however, i'm running into a problem. when i made the origional texture templates to color in later, they are 1600x1600 pixels to make it easier to edit. however, now that the templates are done, i need to make them larger to get better detail in the game. hoping to make them 3200x3200 pixel jpgs.

only problem is, i need to resize them WITHOUT any blurring and WITHOUT any pixelation resulting in having to go back in and re-smooth all the edges.


so, does anybody know of a program that can resize pictures to 400% larger, while keeping them looking as clear as the unresized versions when viewed at 100% size?
 
That's totally impossible. You can't "make" images sharper. You might be able to run filters and what not to make them look a little better, but there's no way to increase an image's size and still retain 100% quality.
 
the best thing would be Adobe Photoshop CS2's smart image capability but it's still not gonna be anywhere near 100%
