Actaully, that's a typo . Its should be the Stefan-Boltzmann constant (the Boltzmann constant is completely different).

Hehe, getting to my limits of my knowledge on the subject, but as far as I know Cherenkov radiation has to do with radiation/particles passing through matter whereas space is a [near] vacuum. But either way, radiation generally moves faster than any matter .
