From the website, it seems that WD is not marketing and advertising these drives to the average consumer or "gamers", they are looking at businesses that use hundreds or thousands of computers like search engines.

Your 700-watt PSU is not of their concern, anyways just because the PSU is rated 700-watts doesn't mean it actually uses that much.
 
Yeah I agree, they look to be targeted at large corporations and data centres. If you use it in a single desktop they project average yearly power savings between $1.87 and $2.31 per drive. Not exactly ground breaking, especially when you look at 24/7 operations (Enterprise) where they project $10 of power savings per year per drive.
