is the i/o shield a common ground?

for teh NES, i want to make a hole in the i/o shield for the power supply plug to go into. but i'm not sure if it will short the whole thing out.

I don't understand, are you mounting the plug on the IO shield? or just passing wires through? What exactly are you afraid will short?

it's a picopsu power plug:

i want to fit it through here:

but the i/o shield is touching every other port on the motherboard. if i screw on the power plug, will it pass current to the other components?

I'm pretty sure that will be fine. The casing of a PSU is grounded, the casing is common with an i/o sheild because of a computer case anyway, so ya that will be fine.

the outside of the plug is a ground. a normal power supply would have a ground wire screwed into the bottom of the casing for it. (ive taken a few apart). the outer part of your ports are also grounds. if you have anything other than the outer side of stuff touching the io shield you would have a problem already. the power brick will turn the a/c current from the wall into dc current. so your hot will be running on the middle of the plug.
