I use the one with everything (depth of field, motion blur and smooth shadows) and I think it's very good. Haven't noticed a decrease in performance from using it either. Make sure you backup all files you're thinking about modifying/replacing.

Wow... Do these mods reduce performance heaps? Im getting 65fps at the moment on my rig??

Where do you get all these mods from?
 
I haven't noticed any big reductions in performance. The mods I have, allow me to lower settings and still leave the game looking good. For example the modified FarClip setting allows me to see farther, but the models are pretty low quality. But it doesn't bother me when I combine that with the depth of field effect. Distant objects are out of focus, like they should be, and I can lower the View Distance and Detail Distance settings so that I get better performance at the same time.

I mostly get them from GTAGARAGE and GTAGAMING. I also recommend checking out GTAFORUMS, which is the forum of GTAGARAGE, as they have threads for most mods and lots of help and tweaks available if you have problems with the game or a mod.

Can anyone help me improve my FPS without switching all my setting to low?
My FPS suck but it wasn't choppy and it was very playable.
But as soon as I get to Algonquin my FPS go below 10 (Never happened before while playing GTA 4) and it is so choppy and not very playable at all.
So I switched all my settings to medium which improved it slightly (playable in Algonquin but still choppy at times).
 
I noticed a small boost in performance after I had defragmented the GTAIV folder.
What settings are you playing with right now?
Parts of your system only fulfill the minimum requirements to play the game, for example your CPU and RAM. And GTA IV is a very CPU intensive game.

Everything is set at medium, I have v-sync on, my resolution is set at 1280x1024, if you need to know anything else let me know.
And I have already defragmented my computer after I installed the game.
 
What do you have the View Distance, Detail Distance and Vehicle Density set to? Also what are your shadow settings?
 
Put shadow density to 0. 1 is already pretty straining, especially with car headlights on.

I put it at 0 and it helped a little bit, FPS wasn't going over 12 but it was not going under 10. So I put the shadow quality to low and it boosted my FPS to 14-18 in Algonquin! I am able to put my reflection quality and texture filter quality to high and still stay around 14-16 FPS!!!
 
Since the game is CPU intensive, turning down the vehicle density might help but it'll take away from the gameplay. Try turning off the shadows completely.
 
I found it half price in EB games, the online version...

I played about 1/4 of it and just lost interest.. i loved the previous gta's but those jaggies just kill me!
