GTA IV Performance Tips

Okay I know this has been butchered to death but I still want to know what is going on with this game. I've got a computer that should blow this game out of the water without any issues but I still normally get about 30-40 fps average when playing. Settings are

Resolution 1600 x 900 native
Texture, Reflection, and Shadow Quality are all at High
Water Quality Very High
Night Shadows Off
Texture Filter is Tri Linear
View Distance 40
Detail Distance 40
Vehichle Density 40
Definition (no idea what this does) on
And V Sync on because it gets really bad frame tears in cinematics when the fps shoots up to like 140.

What gives? I know Voyager mentioned him running it at 60fps at max settings and my video card is slightly weaker and CPU is essentially the same. What gives? Getting annoyed with this. I know it's a crappy port, but there's gotta be something I can do to help.

Turn your view distance right down, only setting that really increases your Fps without making it look like complete shit, shadows too

you might be able to get him to email you his config file or something and that would get you the same settings as he has so you know if it's that or your computer or what.

Yes it was definately not ported properly. Sometimes just changing a setting and then putting it back made mine run better.

He said max settings so I dunno how much that would help... :/

I played it for about 30 minutes last night and then it began to lag like crazy. It was running smooth when I first started.

Oh okay. Makes more sense. :D Well I'll just live with horrible performance. It still does alright and looks pretty good, I just get frustrated with it since my computer can hammer through much better looking games with zero issues. Damn it Rockstar, you had one job...
