GTX 550 Ti power needs

Looking to get a cheap video card. Right now now the computer only has a 250 watt psu. I am on a very tight budget. Would a Antec NEO ECO 400C be good enough to run a GTX 550 Ti. I guess my other options are to to get a HD 7750 or HD 7770. Any help would be appreciated. Thanks in advance.
 

Is it worth the extra money? In a review it was stated it is not actually 80 plus unless they updated them. Would i be better off just getting a HD 7750 or HD 7770 since they use less power?

Oops, posted this after the other posts haha.

Is brand a big deal? The HIS is cheaper and has free shipping. I already am over what i wanted to spend if i get the HD 7770 so every dollar counts.

EDIT: I may have to cut the budget down 50 dollars. What would be my best bet at the 60-70 price range for a card. Would the 6670 be a good choice? Would the 7750 work on a 250 watt psu? That would seem to be my best choice if so to keep the price down at the moment. Would the GTS 460 or the gtx 560 se even be worth a look?

Here are the options i am thinking of taking.

1. My best option as i said earlier is the 7750 if i could run it of a 250 watt psu.

2.The psu i mentioned earlier and a GTX 550 Ti(It would be the 1GB version, would it even perform as good as the 7750?)

3.The same psu i mentioned earlier and a HIS 7770 because it is the cheapest and has free shipping.

4.Chance a 7770 on a 250 watt psu but that seem like a bad idea.

I would really like not to have to go over my original budget witch was 125, then went up to 140, then to 170 haha. If i could run the 7750 on a 250 watt psu that would be great if i could get away with it using a 7770 even better. Sorry for this post i know it is kinda all over the place.

ANOTHER EDIT (Hopefully the last): Ok Here are my final options guys.

1.400 watt psu and a GTX 550 TI

2.400 watt psu and a HD 7750

3.400 watt psu and a HD7770

Even though it is a older card i am leaning towards the GTX 550 Ti. It will be about 10 to 15 dollars cheaper than a 7770 due to shipping and being 5 dollars cheaper. The 7750 would be my second choice due to being cheaper than the 7770, but it seems the GTX 550 Ti may be a tad better.
Any help would be appreciated. Thanks in advance.

they never broke 250w from the wall, so the 336w the 430 makes would give plenty of headroom

still didn't comment on the psu he had originally posted and i asked why not, it has 2 more amps (than the 430) on the 12v for 360w peak and should be just as reliable

the 500 has 34 for 408w peak which would be safer but for the money the others are fine.

If your talking about the antec neo 400 watt unit, It would be fine for the 550ti. And right now it does have $27 savings at the moment. However, If there would be a chance that you would upgrade the card again, a higher wattage unit would be needed. It's always best to buy one instead of 2.
 
The HD 7770 is a better card then the GTX 550Ti.

Power Supply, will give you some overhead. It a toss up between this one and the one johnb35 suggested. His is 5 bucks more with a 20 buck rebate. This one is 5 bucks cheaper plus has a 10 bucks off promo.

that one also has 6 more amps. since it has more power, is 5 more than the corsair is after the possible rebate, and is just as reliable, i'd def take it over the corsair for the prive, but i'd still probs go for the 400 if i wasn't going to upgrade ever.
 
The main thing at this point is budget. I really do not want to go over 150 for the card and psu but could spend ten or fifteen more dollars if i had to. I will just do some light to moderate gaming. The monitor i am using has a max resolution of 1366 x 768, i do do not mind turning it down to 1280 x 720. I also have a old processor witch is a Pentium E5400 at 2.7 GHz. With those few things in mind do i even need a HD 7770. Is the GTX 550 Ti a bad card? The one i would get is the EVGA 1GB version.
