You can't. The closest thing you can do is create a cluster with multiple computers.

you could buy a server motherbored
those take 2 cpus and up to like 16 sticks of ram
dont know what you need that kinda power for unless you have a server

Hardware wise, no

Dual cpu boards are $300+ for something decent .. you would be better off with a desktop quad core.

If you want to run more then one windows OS on the PC you can use VMware ESXI or Vmware Server 2.0.

It's called clustering, but it doesn't act like one computer. Only specially coded applications can take advantage of a cluster and is only for processor intensive purposes only, not for your everyday computer usage or gaming.
