hal.dll file missing

When I try to start windows it says it can't start because it is missing the hal.dll file. This has happened to me before and I know how to fix it by booting from the windows cd. However, lately my d: drive has stopped working so now I can't use the cd. What other way can I fix the dll problem?
 
If you can't use your D: drive then you wouldn't even be able to reinstall Windows, am I right? No repairs, no reinstalls, no boot from CD? If that's the case I suggest you get a new drive pronto! Otherwise, you're $crewed.
