Okay this is what's happening:
After installing windows 98SE with a 40 gig. harddisk there is a startup error saying: windows has discovered a possible writing error on one of your disks. After running scandisk without errors reported it still doesn't startup in windows. The whole thing just repeats itself each time.
What to do?
