Hard drive content recovery

A friend of mine has lost a very important file. The computer was playing up so theyv used some kind of system rescue disc... short story the computer has been formatted and then windows + other programs reinstalled. Personally i thought once written over once its pretty impossible to retrieve? Would a specialist company b able to do anything? Thanks for any help with my first post.
 
also... im not 100% sure its overwritten but am pretty sure. PC tools version of a restore tool doesnt find it. Stellar Pheonix doesnt seem to either. "Restore My Files" is currently being run. Pointless?
 
There are data recovery softwares as well as tech services offering retrieval of lost data. But it will depend on how much of the file can be rescued. There are several links to look over here.

The list of services and softwares goes on. Some utilities are for recovering any files lost or deleted when partition is damaged on a current installation. The data recovery services are usually better prepared for reformatted drives.
 
Thanks for your replies. Ye theyv had a quote of £3,000 consulatation fee + £70 an hour to carry out any work. Its pretty valuable client info. Cant believe they dont keep backups! Any more advice would be great!
