hardware or software problem?

:)hi, i built 1 month ago a computer by myself. here are the components:
motherboard: ASUS P5Q-EM
processor: intel core 2 quad Q8300
memory: 2x1gb kingston ddr2 800mhz
hdd: western digital 500gb caviar black
graphics: ati hd4650
power supply: codegen 500W
I'm running windows 7 ultimate and sometimes it crashes:mad:. If I restart the pc it's working perfectly but if I shut it down, the bios won't load nothing only after 10-15 minutes.
I don't know if it's a hardware or software problem.I'm very:confused:.Please help.
 
Crashing and not starting up could be a few problems. My first guess right off would be to check the power supply. Its pretty much a lowend cheap one.
