Have 2.13 GHZ Intel Core i3 Is an AMD Athlon II X4 2.9 GHz Faster Loading Internet?

I'm referring to time in getting complete info on the web page when surfing

I realize that some delays are caused by the the website I've clicked and some sites are faster than others. IE, CNN,com is almost instantaneous. Others when for example I am on CNN and then try to go to another site may take a few seconds till everything is fully shown on that page (more specificlly the internet bar below is 90% across but it seems to take forever to get it fully across). I hope that makes more sense.

Thanks for the settings. I had 1 or 2 things set differently and I changed them to yours and Firefox seems to be faster. Still not sure what I should set desired RAM to be

It doesn't seem as simple as cache settings, as I checked the cache size for my Compaq is just over 2000 MB. It was filled to the brim, and loaded pages instantly. Do you have a router or switch? The symptoms you are giving us mimic router failure, or the router isn't cutting off connections, causing too much network traffic.
 
It's a router modem. As its only a few feet away from my laptop I connect it by ethernet cable. I do have the DSL Wire that connects to the modem near my speaker wire. I do not have a phone and AT&T installed this from the phone output.
