Having a problem with display on one monitor

Hello guys and gals,

I am having an issue with one of my monitor displays whenever I start up. It gives me a noisy display for like 15 secs then it returns to normal, while the other monitor is totally fine. I not sure if the problem is the monitor or graphics card. The monitor in question uses a HDMI cable while the other doesn't as well. Any help would be great. Thank you! Is it only on startup? Kind of looks like a resolution that's not supported. I've heard of cases where it's a bad cable, or where the cable is rolled and getting interference from itself.
