having problems installing new harddrive

ive plugged it all in and everything, went to my computer, computer manager device manager, then disk drives and scanned for new hardwear, but it doesnt show up, what shall i do next?

by the way its a dell computer, running windows xp me

Windows XP ME? Which is it? XP or ME? Is this a slave drive? IDE or SATA connection? If IDE, you most likely have it jumpered wrong.
