having problems with the cpu fan

I just bought a cpu but the fan keeps starting and stoping in shorrt burst(so does my psu. also my monitor says no video. i just bought a desktop with all the hardware seperatly and it sucks that it wont work. i think its the psu but im not sure. what do you think. appreciat all the answers

Like said above, is this a system that you bought the parts and put it together yourself or a preassembled computer.

if its a custom fan, you somtimes need to change settings in the bios in order to make it run at all times
