Having trouble with defraging my hard drive.

I have 1 hard drive that is partiotioned into 4 parts, and every time I try to defrag drive c i always get a report that some files could not be defraged .
Here is what the files are

Fragments File Size Most fragmented files
210 96 MB \RECYCLER\NPROTECT\00016301.RAR
192 96 MB \RECYCLER\NPROTECT\00016302.RAR
187 96 MB \RECYCLER\NPROTECT\00016297.RAR
187 96 MB \RECYCLER\NPROTECT\00016479.RAR
183 96 MB \RECYCLER\NPROTECT\00016480.RAR
182 96 MB \RECYCLER\NPROTECT\00016481.RAR
171 96 MB \RECYCLER\NPROTECT\00016298.RAR

Also is this normal? After I defrag my drive c like a minute later Ill have more fragmented files, Its always done that. I've never really worried about it but now i want to see if I can fix it.
An my friend told me to not mess with those files because my system needs them to run. Any help??
 
You have nortons auto protect for the recycle bin on! Been a long time since I have used norton but theres a setting so you can turn it off

Just look around in nortons settings, I know you can turn it off because I always did when I used there System Works

To remove Norton Protection from your Recycle Bin, right-click the Recycle Bin, select Properties, click the Norton Protection tab, uncheck Enable Protection, click the Apply button, and then click OK.
 
I use both system works and intenet security
ill look around,but is my friend right? if i mess with it will it mess up my computer?
 
No it wont mess it up. It just turns off the recycle bin protection, its really just a back up of stuff in the bin so if you delete something you should have not you can get it back

get rid off norton i dont know why people use it your asking for poor pc performance and problems like the above google a free antivirus and firewall
