Having troubles getting desired FPS

here is my specs.

I am trying to run Battlefield 4 at max settings but I keep getting random stutters and fps drops down to 30 fps on Medium, High and Ultra.
This also happens in Crysis 1 Blackfire mod.
Is the problem Windows 7 64 bit and the FX multi-core processor?
Do I need more RAM or a SSD? I am stumped.
 
You forgot the most major component in your system. What exact power supply do you have?
 
Ok, power supply shouldn't be the issue then. I would question the brand of hard drive you have though. Toshiba isn't known for its quality. Have you tried doing a fresh install of windows? Also, do you have the latest version of the video drivers?
 
I'm making a backup disk image right now before I do a fresh install. I just got the GTX 780 TI today, and installed the latest drivers from the NVIDIA website.
