Try turning off the indexing service.
Right-click taskbar > task manager > services > services... > Windows Search > stop and set to disabled.
It keeps track of everything and records it, hogging all your resources, so Windows can find it one nanosecond faster (than if it was disabled) when you search for it. Probably the most asinine feature I've heard of in my entire life. Disable that.
This is assuming by spinning up you mean hard disk data grinding. If you literally mean a spinning noise I think it's one of your fans.
