And here is a sound clip of the laptop. It low sound, but you can hear it clearly at the end of the audio clip.

It only happens when it's on idle.
When I open software, working and generally using it, it makes normal sounds.

Any advice?

IO error is a pretty bad sign, same with excessive clicking. You could get a SMART report out of it with something like CrystalDiskInfo but I'd pull the data you need off of it ASAP and replace.

Run drive fitness test on it and see what it says.

I tried it, but when I open the software it does not recognize my hard drive so there is nothing I can do.

But I did do is I run the Dell Diagnostic tool that Dell laptops have built in them. Here are the results.

Keep in note that during the test the hard drive did not make that noise that I mentioned in earlier posts.

It seems that it makes that noise when it's idling on Windows 10.

But my question remains the same. Is it failing?

So far I ran all the tests and it seems to be just fine, but it makes that noise now and then and it's unusual.

My thoughts are the drive shouldn't be making any noises at idle. When it makes that noise do you see the hdd light blink?

In my experience some drives can just get noisy and still be fine. Backup important stuff if possible but if you're passing all those diagnostics you're probably okay.
