When did this occur? After reinstalling windows, or just randomly?

this happens Before i install windows again, thats why i reinstall windows, i think is something about permisions, but i'm on the administrator account, pls help me fix this problem...

If you reinstalled windows, and deleted the partitions then you deleted your files...

Thanks people 4 ur help, i fix the problem already, it was like i said Permission problem!!, i overwrite owner permission to every partision and that it, thanks a lot nice forum
