That's nothing to be worried about. I'm not sure it's exact application, but it is there when you buy the processor. As far as I know it's just to protect the CPU from damages resulting from the haphazard application of thermal paste by complete thick-headed noobs. Probably just insulating conductive materials from conductive thermal materials.
