To make more profits, HD manufacturers advertise one gigabyte as 1,000,000,000bits. So a 40GB actually is 40000000000/(1024*1024*1024) = 37.3GB. Any additional storage missing is probably from a recovery partition. My laptop's 60GB drive has a 5GB partition to restore Windows and all original software.
