HELP! Affordable, decent laptop??

Hey folks!

I'm in the market for a windows laptop that is under $400 and is fast and efficient.

I currently have an Acer Chromebook that is, and has always been, very glitchy, and I really dislike the Chromebook set up.

I bought a Lenovo Thinkpad recently, but had to return it in a matter of days - videos kept freezing, and when I'd go to type online, the lag was so bad that I'd have to go back and fill in words that got left out because it couldn't keep up.

I like small laptops for travel, but would settle for a larger one if it worked well.

I don't use computers for gaming or anything, and wouldn't be saving much to the hard drive - I just want something that I can use for browsing, streaming videos, and writing.

Please, give me your input!

You could get a Chromebook and load Lubuntu/Xubuntu or some other light OS on it. Full fledged Window laptops at $400 tend to be crappy, even for your uses. I would suggest a lightweight OS for this budget, it works better on the lower end hardware.
 
You'll save a lot of money buying a genuine refurbished laptop.
I'd just purchase a refurbished HP 8470p with 8gb ram, 120gb ssd and DVD drive, Windows 10 for US$252. It has an i7-Core 3720QM 2.6 ghz processor and 14" monitor. The Elitebook is a workhorse. Very solid and sturdy. There were some i5 units for less than $200.
