Help Bad Virus

hi, i got a really bad virus today and it really messed up my pc. I have vista. it changed all the security settings. Turned off firewall, malware protection and user account control. i could only turn the firewall back on. any time i clicked on a shortcut it would bring up the properties window of that shotcut. when i tried to type anything, like in firefox all that would work were the vowels on my keyboard. i tried system restore fist and nothing happened. it changed a lot of settings and just really messed up my pc. I ran a boot time scan with avast and everything seems to work ok except i cant turn on my malware protection or other security settings
 
Let's see what's going on here. Please download the HijackThis installer from http://www.trendsecure.com/portal/en-US/threat_analytics/HJTInstall.exe.

Run the installer and choose Install, indicating that you accept the licence agreement. The installer will place a shortcut on your desktop and launch HijackThis.

Click Do a system scan and save a logfile

When the Notepad window opens choose Edit -> Select All to select the entire log, and copy and paste the log into a reply post.
Most of what it lists will be harmless or even essential, don't fix anything yet.

Your logfile appears to be clean. Am I to understand that all your original problems have been corrected, except for the problems related to changing security settings?

Which setting are you trying to change? What exactly are you doing to try to change the settings, and what exactly is going wrong? Are you receiving an error message of any kind?
 
Everything seems to be ok except for the security settings which will not change. When i try to turn on UAC i get an error message saying security centre cant enable user account control on this computer, and when i try to turn on windows defender and click the button it asks me if i want to enable windows defender but when i press the button it doesnt turn on.

You can try turning on UAC in the registry:
  1. Run Registry Editor by typing “regedit” in Start Search or command prompt.
  2. In Registry Editor, navigate to the following registry key:
    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System
  3. Locate the following DWORD registry subkey in the right pane:
    EnableLUA
  4. Right click and choose modify or double click on EnableLUA to modify the setting. On valud prompt, set the new value to 0.
  5. Exit from Registry Editor.
  6. Restart the computer.
  7. To enable the UAC again, simply change back the value of EnableLUA to 1.
