HELP!! boot problem!

i recently tried to upgrade my oldish PC (about 4 years old) i put in a new video card and i changed the RAM, i have a pheonix BIOS and when i turn the machine on the fans work and the HDD Spins but nothing appears on the monitor, and it BLEEPS over and over and over again, is it the RAM? the Video Card? The MOtherboard? or is there any chance i disconnected or lossened something?

the ATX12 (from the PSU) is fine but there are some wires not connected that are coming FROM my optical drives (CD-ROM and CD-RW, which open and close) i guess that if there are 2 or more wires in parralel coming from the atx's plugs (that are plugged into MOBO, HDD, CDROM and CDRW) then it meens that only one of them HAS to be plugged in?

also the red LED next to the RAM isnt flashing it just stays on.
on the monitor when i turn the PC on and off the screen kinda shimmers and it turns onto a green light, there is a white 2 pin port thingy on the Video Card nothing is plugged into it would this effect it? oh yeh and it doesnt beep any more after i swaped RAM slots.

The 4pin molex's with only 2 wires coming out of them are for fans and are not sufficient for drives.

Thats usually a good thing. Means your mobo is getting juice
 
the OS is Windows ME ,HDD is only 10GB i have cdrom,cdrw and fdd, i fink the prob is with the video card, it didnt have one at first but wen i put one in i rebooted it with the other RAM in (not 100% sre of compatability) the procesor is an AMD Athlon an on the chip its says "AXIA0113AP" the RAM is 256 HYundia(im not 2 sure what type) the motherboard says elite group n the bios chips says pheonix D686BIOS the V/c has a removeable chip with a holographic sticker saying pines on the back it says "M64 32M sdrom AGP VGA"
 
ok ive had a fiddle evrything works apart form the screen it even clicks like it does during boot, no bleeping at all not even once during the start up,

there are at least 4 wires coming out of every plug ( i meant 2 wires from 1 of the four slots) is it just the output to the monitor? if so can i try a new video card withour damging it?

Is that the complete code? Does your processor look like this or like this (in the case of the latter, what are all the codes on the chip if u can read them) ... if it's like the former, whats the code that appears here

As for the videocard, make sure the card is compatible with your motherboard. Have a look here
 
its an AGP Universal and is Compatable with mobo the AMD looks the same as the 2nd pic but the whole thing reads:

"AMD ATHLON tm"
"AXIA 0113apaw"
"95414580340"

would the Processor be the problem?

i dont remember if i put the other video card in the old one still there if this makes a difference? but the origonal one is back in, no show on monitor tho
