Help cannot reduce fan noise

I got a fan controller, and even though i can adjust temperature, the rpm is constant. I then upgraded my 3 pin heatsink/fan for a 4 pin because the quiet fan and fan speeds can only be adjusted in bios with 4 pin. Again, I can select the fan speed and temperature, but the rpm doesnt change.
 
SmartFan is enabled in BIOS, correct? Have you tried a tem[ monitoring program like SpeedFan and adjust them that way?
 
So your saying I can do it from some sort of softare? There is an option to enable or disable quiet fan, and to choose slow med of fast speed. I set the parameters, but the fan still goes at 2000 rpms. My case fans are loud also, And fan controller wont slow them down (at least i am unable to figure out how to do it)

Yes. If SpeedFan decides it likes your system's setup you can set the fan speed as a percentage of 100. *If* it likes it...

Usually with the BIOS setting, once enabled, it will adjust speed based on your CPU temp. Bear in mind that some Boards are better than others when it comes to this (Intel comes to mind, obviously, as constantly adjusting the speed). What MoBo/CPU do you have?
 
ASRock Conroe 1333, Intel Core 2 Duo 2.33 Ghz

Ill try that program, I hope it works. As for the case fans though, any suggestions? I can put adjust temp on my fan controller, but somehow im unable to change rpms, its digital.
 
I realized I have to reboot before the changes take effect. It went 2900rpm to 2100rpm. I stopped the fan with my finger, and realized the entire time the noise is from my graphics card. ATI 1650x pro. So i have another question. I am considering the Nvidea 8800 GS, does anyone know if this is a loud card?
