Hey guys,
I've got a friend with the following system:

Intel Core 2 Duo E6420
Thermaltake Blue Orb II
GA-965P-DS3 Motherboard
Western Digital 250 Gb Sata2 16mb cache
PowerColor X1950proXE 256mb GDDR3
Creative Audigy Value 2
3 Gbs DDR2-800 A-Data
600w Thermaltake Purepower

His cpu is running at 1626mhz core speed (according to cpu-z and everest) when he posts it sais at 2.13 ghz however. When he overclocks it posts at 2.3ghz (he cant go any further because his ram cant handle it) According to gigabytes easytune program he is running at 2.13ghz, but The problem is if he is running at 2.13 or 1.6ghz. What is a sure way to know, or if he is running at 1.6 ghz then how could he fix the problem?
 
The CPU could be running Intel QST which means I think that it throttles when it's not been stressed. My CPU does it at idle to about 1.6GHz, if you stress it though it'll increase.
 
I think there may be but you're better off leaving it on as it throttles as needed, it keeps the CPU cooler and uses less power.
 
It lowers the multiplier and voltage to reduce heat and run cooler, however it clocks back up once it needs that speed.
