Help finding video card to match my needs

I need to purchase a new video card for my computer, but am overwhelmed by all the possible options and don't know which would fit my needs best.

the card will be going into my Gigabyte S-series GA-P35-DS3L mobo. supports pci express 2.0

here my needs in the card:
-MUST RUN COOL ( this is the biggest problem with my current card, it runs very hot even on my desktop)
-Under $100
-Decent game performance ( i'm not a hardcore pc gamer, but do play on occasion, mostly quake and unreal tourney 3)
-Decent video performance, i'll probably be getting a new hdtv soon and would like to output to my tv at times from the pc. doesn't have to do amazing 1080p quality but i don't want it to look shitty
-It can't require a lot of power, i have a 500w power supply that is also powering 2 dvd drives, hdd, and some fans.

my current card is a Nvidia Geforce 6800 series. i've probably pushed it to hard which doesn't help the heat problem, but it also requires 2 power supply plugs to run.

about that geforce 8600gt card, will all 8600gt run similarly? or is their a big difference between manufacturers?

it says its ddr3 instead or ddr2
