Help Me build a Gaming PC around RTX 3080 TI

My brothers gaming computer with GTX 1070 is showing its age and he has to play all the new games on low setting.

Can someone help me build a Gaming pc around the RTX 3080 TI?

So long the CPU and the rest of the system does not hinder the RTX 3080 TI to run at full speed its good.

GTX 1070 shouldn't be bottlenecking that badly. Should be able to play all games Ultra settings at 60 FPS. Unless he just wants to upgrade.

What processor is he using?

What are the other specs?

Also if he's known to install a bunch of garbage, a fresh Windows install does a lot of people wonders.
