Looking to build a decent gaming PC bnudget around $400, I'm not talkin Crysis or anything, maybe some counterstrike, don't really care about playin games at max settings just decent, all suggestions welcome.

Do you have anything you can reuse ?
or possibly upgrade, I see your current computer has a nice GPU, maybe its possible to just upgrade that...
Otherwise, have a look here, I know it doesn't include Windows and that might be your biggest problem... Besides that, its a really average GPU, but for 400$ its not so bad.

Get extra 2 x 1GB RAM.
New PSU, e.g. SILVERSTONE ST50F ATX12V 500W
New GPU, 8800GS < 9600GT/ HD3870 < 8800GT < 8800GTS

will those parts fit inside it? i have heard that dells are bad for their upgradability.

You gave me the link, did you read the spec?
It have PCI-E x 16 slot and 4 Memory slot.
The usual weak side of Dell is it's weak PSU
